Why your Perrserker master set isn't finished in English

It isn't the English set in Japanese

The English releases were assembled out of the Japanese ones, not translated one for one. Set lists don't line up, print runs don't line up, and a card that took one slot in English can sit across two Japanese releases. So the Japanese printings aren't duplicates of what's already in your binder — they're the rows missing from it.

The first prints are marked differently

There's no straight Japanese equivalent of the English 1st Edition stamp running through the eras. Early Japanese prints get separated by their own tells — the earliest Base Set run famously carries no rarity symbol at all — so "the first one" means something different, and costs something different.

Some cards never crossed over

Magazine inserts, tournament and campaign prizes, regional and shop promos: a large slice of Japanese print history has no English counterpart at all. Those are usually the cards that finish a master set, and the ones a checklist built on English data will never tell you about.
